[pgtranslation-translators] Minimum criteria for including translation?

Hello

I have been thinking, we have a number of stale translations, and it 
probably doesn't look good if we ship these, and then 100 random strings 
out of 4000 appear translated to the user.  So I wonder whether we 
should establish some kind of minimal criteria for a (set of) 
translations to be included in the release.  Any ideas?
