[Bizgres-general] Kill/Cancel Backends

Here is the latest version - merely some alterations to comments, plus a 
copyright for the code. Given that the c code is lifted straight out of 
src/backend/utils/adt/misc.c and views similar to those I create have 
been posted to the various Postgres lists, I put Greenplum, Postgres and 
Berkeley copyright text in!

Provided everyone is happy, this is probably ready to commit.
