That is actually a potential work-around if we don't have the time
sharing capability.  An admin would have to put a hoggy query to sleep,
allowing others to continue, then restart it later.

This could even be a useful first step toward time slicing.

The analogy is to "batch queueing", where jobs are managed this way.
Batch queueing allows administrators to manage the queues to correct
problems and generally maximize throughput.  In batch queueing, there
are always hogs to worry about.
