Oh right, that explains it.

There was a link PostgreSQL Weekly News that mentioned the release but
didn't mention that it was CVS only. The people commenting said they had
looked but couldn't even find mention of it on the site; perhaps they
were expecting binaries - nobody said what they expected to find.
