[Bizgres-general] Release process - Friday release of 0_8_X

We're initiating daily tag / build / QA of the next Bizgres release,
beginning tonight with 0_8_0.  Every tag set includes the following tag
names:
    root tag Release-0_8_0-root
    branch tag Release-0_8_0-branch
    build tag Release-0_8_0
    build tag QA-0_8_0

We'll build daily to incorporate changes until release, at which point the
branch will be available for patch releases against the released build.
